All US Specification Ferrari 308s had a cage installed over the exhaust to prevent an access to the muffler underneath. It looks silly and is commonly called the "diaper" in the Ferrari community. Removing this diaper and then installing a euro-look spacer is a common and easy upgrade.

In 2014 I purchased a raw aluminum spacer from a guy named Rick on FerrariChat that is a bolt-on substitute for the diaper. The lower area above the wheel wells should be body color, but on this car, they are painted black. For now, the approach should be to match the color of the spacer to the same black as the lower valence.

The ANSA exhaust is quite beat up but I think should be fine with the panel installed. This panel does not require any cutting or welding and is completely reversible so we can switch back if necessary.
